The festival is organized by NPO “IPTF "Three are too many, two - not enough"” and State Puppet Theatre – Plovdiv. "Three are Too Many,Two - not Enough" is a competitive festival for chamber puppet performances (up to 4 actors). TheatAIr is a non-competitve festival module for street performances of all genres.

The event is conducted with the financial support of the National Culture Fund, the Bulgarian Ministry of Culture and the Municipality of Plovdiv. The event is part of the Culture Calendar of the Municipality of Plovdiv.
